I prefer quick access to both levels in the momentary mode with slower access to constant on. It seems to me that if you plan to have a light on for any duration that you also have the time to turn it on into constant on. On the other hand, at a moments notice if you need light, it is then, IMHO, that you want quick access; first with the low level and if that's not enough, immediately to the high level.
Obviously it's just a preference but after playing with and experimenting with other switching strategies that are available to me and my limited skills, this one was the one that worked the best to my way of thinking.
